Russia worked a state-supported doping program at the Sochi Winter Olympics in 2014, claims another report.
An examination charged by the World Anti-Doping Agency says Russia's games service "coordinated, controlled and regulated" the control of pee tests gave by its competitors.
The commission investigated claims made by the previous leader of Russia's national against doping lab.
Grigory Rodchenkov asserted he doped many competitors before the Games.
The two-month examination was driven by Dr Richard McLaren, who said he had "unfaltering certainty" in his discoveries.
The condemning report will fuel requires a complete restriction on Russia from the 2016 Summer Olympics, which get going in Rio de Janeiro on 5 August.
